(TSX:BBD.B) said Thursday that 18 aircraft assemblers in Morocco who graduated from the local aerospace institute started this week to make simple structures, including flight controls, for its CRJ regional jets.The employees will initially make flaps and ailerons, a part of the wing — work that was previously done in Belfast, Northern Ireland.“The transfer of the package to Morocco helps us free up floor space and optimize our production in Belfast for CSeries production coming,” said spokeswoman Haley Dunne.Seven Irish employees are being transferred to work on the CSeries wings.A similar change is expected to take place in Mirabel, north of Montreal, over the coming months, affecting about 20 employees. They too will shift to CSeries work, ensuring there will be no layoffs as a result of production in Morocco.Employment in Morocco is expected to reach about 100 by year-end and ramp up to 850 in eight years.The new 2,300-square-metre transitional facility is overseen by four permanent employees from Montreal, including general manager Hugo Brouillard. Six employees from Belfast are providing training while an additional six to 12 workers are travelling from Montreal and Belfast to help launch production and prepare for additional work.“With 18 new local employees fully engaged and trained in the Bombardier manufacturing process and philosophy, this is the first step towards a long future of quality component manufacturing at another world-class Bombardier facility,” Brouillard stated in a news release.Bombardier announced its intention to build a manufacturing plant in Morocco in November 2011. However, the timeline for construction of a permanent facility on 10 hectares of land purchase at the airport in Casablanca has been delayed by about a year to early 2014.Dunne said the process of building a “world-class facility” is taking longer than expected, but she couldn’t point to any specific roadblocks.“I wouldn’t say there are any problems, just looking at the plans it’s taking us longer than we had anticipated.”Bombardier won’t disclose the construction costs of the permanent plant, which is part of the $200 million it has allocated to the venture for equipment, buildings and startup costs over several years.The plant will be located near the airport in a zone that offers five years of financial incentives, including no taxes for five years and rates of 8.75 per cent for an additional 20 years and 17.5 per cent thereafter.Bombardier is joining other aerospace manufacturers in setting up shop in Morocco, which has established an aerospace training program and offers many incentives to attract companies.The world’s third-largest aircraft manufacturer has delayed the flight of its 110- to 125-seat CS100 CSeries by six months to June, with entry into service planned a year later. The larger version of the plane holding up to 149 seats is on schedule for delivery by the end of 2014.Bombardier has received 382 commitments for the CSeries from 14 customers, including 148 firm orders and 134 options.On the Toronto Stock Exchange, Bombardier shares were up five cents at $4.12 in late afternoon trading Thursday. read more

Northwestern presents great equalizer for Ohio State mens basketball

Thad Matta’s crew is treading unfamiliar waters. With losses to No. 4 Michigan and No. 1 Indiana in what was an especially grueling week in already grueling Big Ten basketball, the No. 13 Ohio State men’s basketball team dropped its first pair of back-to-back setbacks in 121 games. The first defeat came rather admirably in overtime against a Wolverines squad in Ann Arbor, Mich. The second, an 81-68 defeat to the Hoosiers, was not cut from the same cloth. The OSU coach compared the week to the sport’s most elite stage. “Last week was like going to a Final Four potentially,” Matta said. And while the Buckeyes (17-6, 7-4 Big Ten) aren’t necessarily unnerved from stumbling in that challenge, they are looking to snap that streak against Northwestern. The Buckeyes haven’t lost three in a row since Feb. 14-22, 2009. History suggests that beating Northwestern should be easy. The Wildcats (13-11, 4-7 Big Ten) have lost 28 straight meetings in Columbus. More recent record suggests OSU will have its hands full. Last season’s Final Four squad needed a last-second shot by former big man Jared Sullinger to squeeze past Northwestern, 75-73. The year before? The then-often No. 1-ranked Buckeyes beat the Wildcats twice by a combined seven points. First came a 58-57 squeaker in Evanston, Ill. The next was a 67-61 overtime thriller during the Big Ten Tournament in Indianapolis. OSU junior guard Aaron Craft explained the Wildcats’ knack for hanging against teams seemingly superior in three words. “Style of play,” he said. “I think their style of play gets them in every game. “A couple times, they’ve gotten a ton of offensive rebounds and then they hold the ball for another 30 seconds and then get an easy look. You know, all it takes is one mistake throughout a whole possession and then they get an easy layup or an easy shot.” Matta said it’s the kind of game plan that balances any athletic disparity between the teams. “I think they’ve always had the great equalizer and that being the 3-point shot,” Matta said. Out of Northwestern’s 1,246 field goals attempted, 42 percent of them have been heaves from behind the arc. That’s 524 shots. For reference, the Buckeyes, which have attempted 1,292 tries from the floor, have attempted 398 shots (31 percent) from the 3-point line. Against the Hoosiers, OSU surrendered 7 of 18 3-pointers en route to one of its most decisive defeats of the year. But sophomore center Amir Williams isn’t trying to wallow in that fact. The team’s focus, he said, is on the Wildcats. “Northwestern is a dangerous team with their style of offense … we can’t dwell on the past,” he said. “We know we played bad against Indiana. We just got to play much better tomorrow night.” For all intents and purposes, Thursday’s 7 p.m. tip at the Schottenstein Center might be a chess match, Craft said. “It’s a big thinking game,” Craft said. “It’s a big kind of concentration and patience game.” read more

Wife speaks out after husband drowned saving her from rip current

(WSVN) – One day after her husband drowned after trying to save her from rip currents, a Fort Myers woman is speaking out about the tragedy.Kendra Smith and her husband were visiting Miami Beach from Fort Myers, Sunday, when they were carried away by a rip current. While Smith survived after they were brought into shore by a lifeguard, her husband, Sherrod Whittington, did not.“I was trying to hold onto him and he was trying to hold onto me,” Smith said, “and in some kind of way, you know, he lost his grasp and then he got me back again.”Lifeguards began CPR on Whittington immediately after he was brought back to the beach. Igiugig staves off opening new landfill by recycling

For communities off the road system, it can be a hassle not only to ship products in, but also to deal with junk when it has served its purpose. For the village of Igiugig however, recycling is a priority.Listen nowStacy Hill is Indian General Assistance Program (IGAP) coordinator and environmental director for the village.“Currently we recycle aluminum cans and plastics,” Hill said. “We crush our glass, and we put it in our roads as a foundation. Any household waste as far as moist stuff, food, we compost it for the greenhouse. We have chickens that eat scraps.”The funding that animates Igiugig’s recycling program comes from a variety of sources. The village has been flying out cans with funding from Alaskans for Litter Prevention and Recycling since the non-profit started in the 1982. It helped the organization pilot a program for flying out plastics in 2010. Now Igiugig is ALPAR’s most recent recipient of the Outstanding Recycling Community award.Last year the Lake and Peninsula Borough provided the village $45,000 in matched funds to back haul 55,000 pounds of scrap metal. Hill estimates that the village still has 15,000 pounds of scrap metal remaining. When area lodges bring guests in this summer, the village hopes to send out more of that metal on empty backhaul flights.IGAP is another major source of funding for the village’s recycling program.“That funds our landfill. That funds our interns. We have about five or six high school kids that work for IGAP during the year. After school they help with the recycling and separating all this material,” Hill said.For this village of roughly 70 people, recycling is about more than being environmentally conscious. It is also integral to keeping city costs down.“It would really fill up our landfill if we were to bury all that material,” Hill said. “It’s about $3 million to $5 million to produce another landfill of our size, and nobody has $3 million to $5 million to replace what we’ve got now. So we might as well cherish what we have.”Next on the agenda, Igiugig is turning its attention to the oil-based paints that they have stored in their hangar. Forecaster Says Budget Cuts Could Hurt Hurricane Predictions

first_imgNASAHurricane Ike as seen in 2008 from NASA’s Earth ObservatoryRecent progress in forecasting the intensity of hurricanes — which has lagged behind storm track forecasting — could be undermined by proposed cuts in federal funding for tropical weather research, says the retiring chief of a team of U.S. hurricane specialists.The National Oceanic and Atmospheric Administration launched the Hurricane Forecast Improvement Program in 2009 with a $13 million budget. Funding has shrunk to less than half that, and President Donald Trump’s proposed budget includes further cuts to NOAA and the National Weather Service.“It’s hanging on really by a thread in terms of funding,” said James Franklin, who oversees the National Hurricane Center team that releases tropical storm forecasts and warnings.During his time at NOAA, Franklin was on research teams that made breakthroughs in tropical storm forecasting and in the understanding of the winds circling a hurricane’s eye. His research with dropsondes — sensor-filled tubes that send weather data as they fall through hurricanes — helped improve forecasts of storm tracks and led NOAA to buy a “hurricane hunter” jet that’s still used today. He also helped develop new GPS dropsondes that showed how eyewall winds vary.Before his June 30 retirement, ending a 35-year NOAA career that included 83 flights breaching hurricane eyewalls, Franklin discussed forecasting with The Associated Press:___UNEVEN FORECAST IMPROVEMENTSHurricane track forecasts have steadily improved partly because the weather elements that direct a storm’s path are easy to see, Franklin said. For example, a high-pressure area over the Atlantic known as the Bermuda High, which can nudge storms toward land instead of over open waters, is hundreds of miles (kilometers) across.However, forecasting intensity has been more difficult because it depends on the interactions between the ocean and thunderstorms at the core of a tropical storm, and those interactions happen in an area just tens of miles (kilometers) wide and are difficult to observe even with advanced dropsondes, drones and satellites, Franklin said.“We’ve always been able to see many or most of the steering factors or steering features in the atmosphere, and we get better at it all the time,” he said.“But when it comes to intensity, what’s going to make a tropical depression strengthen into a hurricane — now you’re talking about all kinds of things going on in the atmosphere on very small scales. You’re talking about the interface between the ocean and the atmosphere. How much heat is going to get extracted from that ocean? That’s a big driver for intensification.”___DESPITE FORECASTS, USE CAUTIONImproved forecasts, however, can be a double-edged sword, Franklin said. Despite a variety of warnings and advisories highlighting specific storm hazards, such as storm surge flooding, some people still expect hurricanes to stick to a predicted track, even though forecasts include a range of potential outcomes.“I find this surprising because there’s still so many bad forecasts out there — ours included — yet we see it over and over: people don’t have a good grasp on just what the forecast uncertainties still are,” he said.___POTENTIAL STORM ADVISORIESThe hurricane center issued its first advisories for potential tropical cyclones in June, alerting the U.S. Gulf Coast and Venezuela’s Caribbean coast to strong winds and heavy rains a full day before tropical storms Bret and Cindy were officially named. Franklin said those advisories reflect both forecasting improvements and the hurricane center’s emphasis on potential risks for communities in a storm’s path.“As the models got better and as the data got more plentiful, the models became much more capable of forecasting formations of storms,” he said. “If you’re going to do advisories on potential tropical cyclones, you really need to have a good handle on which ones are going to develop and which ones aren’t, so it was that science advance that allowed us to do that. I don’t think we could have done potential tropical cyclone (advisories) 10 years ago.”___SEVEN-DAY FORECASTS?The hurricane center only issued two-day forecasts when Franklin began working for NOAA’s Hurricane Research Division in 1982. Five-day forecasts were introduced in 2003. The hurricane center has practiced creating seven-day forecasts for several years, but Franklin said they still aren’t accurate enough for public use, and he’s skeptical that they’d be useful to coastal communities.“I’m not in a hurry to do a public seven-day forecast. There’s not a lot you can do seven days in advance,” he said. “The emergency management community is not telling us that this is important for them.” Sharelast_img read more

One case in point is DARPA’s LifeLog project, “a massive electronic database of every activity and relationship a person engages in,” which was recently scrapped due to privacy concerns. Gedik, a researcher at the IBM T.J. Watson Research Center, and Liu, an associate professor at the Georgia Institute of Technology, have recently developed a new technology that could protect cell phone and mobile device users from privacy abuse, while still enabling them to enjoy the benefits that location-based technologies have to offer.“We need to devise a location anonymization architecture that is both scalable in terms of achieving high anonymization success rate and high accuracy, and robust in terms of protecting users from vulnerabilities and threats of misuse and abuse of their location information,” Liu told PhysOrg.com, explaining one of the major challenges of developing a location privacy protection system.While previous attempts at location privacy applications have been made, Gedik and Liu’s system is the first to enable individuals to choose the level of anonymity for different applications, while still providing nearly optimal performance. For example, a cell phone user could send a request for a local gas station offering the most inexpensive gas to a “location-based services” (LBS) provider, and receive an accurate answer even without the provider knowing exactly where the user is located. Without knowing a user’s location, it would also be impossible for an LBS provider to determine with certainty a user’s identity when using the protective system. This protection is important since, using only location information, curious or malicious providers could conceivably determine information such as a user’s political affiliations, alternative lifestyles, medical problems or the private businesses of an organization such as new business initiatives and partnerships, the researchers explained.The new system uses an anonymity-based approach called “location k-anonymity.” A user is considered to be location k-anonymous if their location information sent to the LBS provider is indistinguishable from the location information of at least k – 1 other users. In tests, the researchers experimented with k values from 2 to 12, with higher values meaning increased privacy, but also longer search times. In real life, different users could choose different k values for different applications based on their personalized privacy requirements, but the researchers predicted that even the most privacy-conscious users would be satisfied with a k value of 5. After the messages are anonymized in this way, the system forwards them to the external LBS providers. In tests, the system processed 50% of messages in less than five seconds, and 75% in less than 10 seconds. Further, the personalized location k-anonymity model had a high success rate, with only about 10% of messages being dropped due to algorithm shortcomings, such as the inability to find other messages sent within the same location.The scientists will continue working on improving the algorithm, and also studying the quality of location-based services when used under the privacy algorithm in real-world situations. “Our location privacy project is progressing along three dimensions,” Liu explained. “First, we are working on ways to combine policy-based privacy specification and enforcement with anonymous usage of location information for protecting the location privacy of users and organizations. Second, we are interested in developing a privacy-conscious mobile community for different classes of applications.
