first_img Fouled after the break Defending champion Jamaica College (JC) and Wolmer’s both stayed in contention for a place in the semi-finals of the ISSA-FLOW Manning Cup following wins over Vauxhall and Holy Trinity, respectively, in Group H at the Constant Spring field yesterday. Delano Smith’s added-time goal helped Wolmer’s survive an early scare to come from behind to beat Holy Trinity 2-1. Kashaun Smith (33rd) equalised for Wolmer’s, after Phillip Graves gave Holy Trinity the lead on 31 minutes. In the other game, 10-man Jamaica College, on the back of Donovan Dawkins’ late double (62 & 88), saw off Vauxhall 3-0. The champions were reduced to 10 players when Ajanica Talbott was red-carded in the 43rd minute after denying Tyane Wilson a clear goal-scoring opportunity. But Ronaldo Brown gave JC the lead when he converted from the penalty spot after Khori Edmond was fouled in the area minutes after the break. The results leave Wolmer’s atop the group with maximum six points with one round of games to go. They are followed by Jamaica College on four points. Holy Trinity have one point and Vauxhall none. Wolmer’s and Jamaica College will meet in the final group game on Monday at the same venue to decide who gets the top spot from the group. Although Jamaica College only got their goals after going a man down, coach Miguel Coley thought they were better throughout the contest and deserved the victory. “It wasn’t a matter of getting better, it was about the fact that we started scoring. We had 11 chances in the first half, and in the second-half also we hit the bar twice before we scored. “So we are playing good football and creating the most chances in the Manning Cup, but we are not converting them,” he said. Wolmer’s coach Vassell Reynolds said he anticipated that they would have a very tough day. “It was a crucial win although we left it late. We started poorly and let in an early goal, but we got back the equaliser in short order. Speaker Absent from Supreme Court Opening

first_imgSeats allocated for the Speaker of the House of Representatives, Emmanual Nuquay, and members remained empty until the ceremony was over.The Speaker and members of the National Legislature were conspicuously absent from the opening of the October Term of the Supreme Court on Monday.The absence of the lawmakers was to the disbelief of Chief Justice Francis S. Korkpor, Vice President Joseph N. Boakai, members of the diplomatic corps and lawyers who gathered for the occasion.Seats allocated for the Speaker of the House of Representatives remained empty until the ceremony was over.Also, no member of the House attended the occasion, an action several legal experts described as the “first of its kind in the country’s history for lawmakers (not to be present) for the opening of the Supreme Court.”Although the lawmakers are on their annual agriculture break, Chief Justice Korkpor was not notified that members of the House of Representatives would not be attending the court function.Senator Commany Wesseh of River Gee County represented Senator Amah Jallah, the Pro-Tempore of the Senate. It was not clear why Speaker Emmanuel Nuquay did not show up. The Speaker was recently elected following the lifting of a stay order placed on legislative activities by the Supreme Court including the holding of the controversial election. The Supreme Court’s stay order came immediately after recused Speaker Alex Tyler and Representative Adolph Lawrence asked the court to issue a “Writ of Prohibition,” preventing the holding of the controversial election, which was denied thereby giving the lawmakers legitimacy to conduct the election.Being determined to cooperate with the other two branches of government (Legislature and Executive), Chief Justice Korkpor meanwhile instructed his clerk to write the office of the President and the National Legislature that the Supreme Court had now opened for its October Term of Court. US$63.5M IDB loan converted to housing project

first_img– subject to checks and balances; Govt required to do evaluationsA US$66 million Inter-American Development Bank (IDB) loan, arranged for road works by the former People’s Progressive Party Administration in 2012, has been reformulated for a housing project. It, however, comes with certain strings attached.The loan was originally slated to be used to finance the Road Network Upgrade and Expansion Programme. Last year, however, Finance Minister Winston Jordan reportedly requested that the money be reallocated to the Government’s Adequate Housing and Urban Accessibility Programme.The IDB has approved the request for its portion of the monies, US$63.5 million, to be transferred to the project. Guyana, who was supposed to be fronting US$3 million in counterpart financing, will be required to hire independent consultants who would conduct studies on the new project. This will include a mid-term and final evaluation.“The mid-term evaluation will be carried out at the end of the thirty months — from the date of this amendment to the loan contract; or when fifty per cent of the resources of the financing has been disbursed, (whichever) occurs first,” the report states.It goes on to add that the evaluation will include “the results produced by the project execution with regards to attaining the project’s objectives stated in the results framework, the progress of implementation activities and procurement procedures, and results for goods, services, consultancies and civil works.”The project will have a number of safeguards, including semi-annual progress reports and environmental and social compliance reports.ComponentsThe housing programme will be aimed at urban and peri-urban areas around Georgetown. The specific objectives include improving housing conditions and access to basic infrastructure. In addition, it will look at providing home improvement subsidies under US$2,500 each.Further, owners of core homes will be provided with support aimed at helping vulnerable households. Funding and training opportunities would also be provided for Local Democratic Organs.Component two of the project retains a vestige of the original programme; that is, funding for the expansion and rehabilitation of the Sheriff Street/Mandela Avenue Road and the implementation of the Road Safety Action Plan.But last year, Government had announced that the multi-million- dollar Sheriff Street/Mandela Avenue Expansion Project had been scrapped, and the funds would be otherwise utilized for other infrastructural works.Finance Minister Winston Jordan had said that the loan has being sitting since 2012, and Government was responsible for paying interest and commission fees on the undisbursed balance.He had said that of the amounts that remained, Government was no longer interested in widening any road.
