When the cameraman had gone there, he was refused permission to enter the premises. He however then took footage of the school from outside. Norfolk taxi market due for review

Norfolk County has plenty of taxis but some complain it can be difficult finding one on the weekend.The town of Delhi has 14 taxis with more to come but no one seems interested in setting up shop in lakeshore areas such as Port Rowan.A 50-year-old with a shoplifting conviction dating back 30 years can’t drive taxi unless they spend $2,000 to get their criminal record expunged. That’s an expense many unemployed people cannot afford.As a result, there is a large pool of people who would like to drive that the industry can’t hire, contributing to a shortage of reliable, long-term help.These and other problems have some on Norfolk council wondering if industry representatives should come to Governor Simcoe Square for a review and potential overhaul of the county’s taxi bylaw.The catalyst for concern at Tuesday’s meeting was an application for a taxi licence from Rene Watt, a past driver with Delhi Taxi who intends to set up shop in Delhi.This prompted complaints that the local market is saturated and that most industry participants are struggling.“We just want an opportunity to grow, just like all taxi companies want to grow,” Rob Dow of Delhi Taxi told council. “If we keep admitting companies, we won’t have that opportunity.”Norm Proctor of Why Wait? Taxi and Delivery in Delhi suggested to council that it take a look at the environment for taxi service in Norfolk before aggravating existing problems.“You guys have the right to regulate the industry,” he said. “But the way the last council regulated the industry wasn’t appropriate.”Norfolk Mayor Kristal Chopp wants to throw the floor open to suggestions.Chopp suggested that industry reps share critiques of the current system with council this spring. Chopp wants to hear from the people closest to the industry what a viable future for their companies looks like.Norfolk clerk Andy Grozelle informed council that his department is in the midst of a comprehensive review of Norfolk’s business bylaw. The results of that review should be available this summer.Grozelle said Norfolk has made great strides in recent years in improving local taxi standards. Local taxis, he said, are cleaner and more pleasant to ride in now that an eight-year life-span on vehicles is in place.Grozelle said empty liquor bottles were found in some taxis during a recent safety blitz, one that saw three cars taken off the road. The blitz included a review of driver criminal records.Chopp noted that Watt had to wait four months for his licence application to come to council. She said this is unacceptably long and that the county needs to be more responsive.Grozelle explained that the application came in October just as the clerk’s department was mobilizing for a municipal election. Grozelle said the month of a municipal election will be the busiest on the calendar for his staff. However, Grozelle added he would have expedited the application had he known it was urgent.For his part, Watt said competition isn’t the local industry’s biggest problem. He said much of what ails the industry relates to the regulatory framework overseen at Governor Simcoe Square.“Most of the problems have nothing to do with me but with the bylaw,” he said. “At the end of the day, the needs of the community are not being met.“I’ve been a driver for three years and I love it. It’s not the best money I’ve ever made but it’s the best job I’ve ever had.”Norfolk council approved Watt’s application. World officials stress UNs leadership role on 2nd day of General Debate

Tassos Papadopoulos, President of Cyprus, agreed that Africa should take priority in current international efforts “Our endeavour to make a difference there in terms of conflict resolution, peace-keeping, peace building, poverty, underdevelopment and deadly diseases will be the litmus test of the effectiveness of our commitment to meet the Millennium Goals,” he said. At the same time, there must be appropriate facilitation of negotiations to resolve long-running conflicts elsewhere, such as in his country, which was at a critical juncture. “The United Nations must take on the role of a new Moses,” urged President Alfred Palacio of Equador, the first to speak this morning. In that role, he said, it must create an equitable new world order and lead migrants and other disenfranchised people to a secure future. He added that the Organization should also take the leading role in the preservation of bio-diversity, which was the “paramount goal of this third millennium.” Fradique Bandeira Melo De Menezes, President of Sao Tome and Principe stated that the basis of international security lay in the protection of people and their education toward capacity building for community development. “Nations that do not pay attention to this set of conditions could be in permanent tension,” he said. For this reason, HIV/AIDS, poverty, political crises, ongoing violations of human rights, oppression and occupation, constitute threats to human security, he added. The President of Peru, Alejandro Toledo Manrique, said that peace and security had a social and economic component. “Social exclusion is a trigger of violence and instability. It renders democracy fragile,” he said. This is why the multilateral system as a whole, with the UN in the lead, must tackle development, he added. While each country was primarily responsible for its development, he said, each also encountered obstacles at the international level. The asymmetry that currently prevails among countries must be overcome, including unequal trade barriers, subsidies, the burden of debt, and most importantly “the absence of preferential trade conditions for developing countries.” Echoing other speakers this morning, he urged the completion of the Doha round of trade talks that focus on such issues. While also stressing the importance of the Doha trade talks, Zambia’s President, Levy Patrick Mwanawasa, focussed on the demand of the African Union for two permanent seats of the Security Council, saying “the African region, considers the reform of the organization as an opportunity to correct historical injustice that stands as a dark cloud over our people.” Robert Mugabe, President Zimbabwe said the UN should not be diverted from its important role in re-establishing multilateralism by such distractions as, for example, the dragging of his country before the Security Council by the United Kingdom. “It is my hope that the Council will reject this attempt at neo-colonialism,” he said. He also protested that black residents of the United States gulf coasts were left unprotected, while his country was the focus of UN attention. “Where are the UN-Habitat and the Human Rights Commission?” he asked, answering that they should be in New Orleans rather than his country, where they were not needed. To purge human rights and development efforts of selectivity, he supported the creation of a new human rights body under the aegis of the General Assembly. Nauru also looked to the UN to usher in a better world without poverty, terrorism and war, its President Ludwig Scotty said. For that reason, management reform was crucial, along with the reform of the Security Council, so that it better represented “the global family.” Much of his country’s wealth had been lost through mismanagement, he said, and so he appreciated the great importance of reforms to increase transparency and accountability. Toward tackling those challenges and threats, Foreign Minister Kassymzhomart Tokaev of Kazakhstan said that the World Summit had laid the groundwork for the most radical reforms in the Organization’s history. Ohio State synchronized swimming takes first at Jessica Beck Memorial Meet

Hosting Miami (Ohio), Michigan and Ohio University, OSU proved to be in a league of its own, sweeping first place in all four categories as well as first place overall with 93 points. The next closest was Michigan, who finished 46 points behind OSU.With eight swimmers apiece — the maximum number allotted for team performance — the OSU Scarlet Team and the Gray Team portrayed the two elements of temperature. Donned in red, the Gray Team’s choreography and music portrayed fire, while the Scarlet Team sported blue and took on ice.The Scarlet Team, consisting of seniors Chelsea Aton, Yuliya Maryanko and Lauren Nicholson, juniors Katie Spada and Khadija Zanotto and freshmen Emma Baranski, Elizabeth Davidson and Lorraine Hack, placed first in the team division with a total of 88.1 points, while the Gray Team, composed of seniors Julia and Natalie Gaylard, juniors Cory Justice, Heidi Liou and Emily Muma and freshmen Alexa Aton, Jasmine Pulido and Natalie Huibregtse, took home second with a score of 84.05.The division of OSU’s varsity synchronized swimming team into two squads is based upon skill, with those athletes more refined in technicality and execution placed in Scarlet. However, Chelsea Aton, who serves as the Scarlet Team’s captain, and Natalie Gaylord, the captain who swims on the Gray Team, agreed the sub-squads make for friendly competition.“It’s really cool because we get to cheer each other on at practice and spur each other on every day, and I wouldn’t say there was any rivalry between us, but it is like a friendly competition, and we want to push each other and also encourage each other,” Chelsea Aton said after the meet.Although Scarlet and Gray secured the top spots in their first performances of the routines, coach Holly Vargo-Brown named endurance as a working point for the remainder of the season.“The routine is new, it doesn’t automatically come to you — the timing, the pattern changes, the lifts, making sure all of us are coordinated on the same effort to make sure they are super high,” Vargo-Brown said. “The Scarlet’s first lift was ‘wow’-high, super good, but it just takes time. It takes consistent practice every day next to the people around you, so it’ll come.”OSU swimmers also took the top spots in the trio, duet and solo divisions. Davidson, Maryanko and freshman Morgan Boneberg placed first in trios with 87.15 points, Baranski and Hack won duets with a score of 84.27 and Maryanko took first in solos with 89.9 points.Maryanko was one of seven seniors honored before the meet as part of senior night. Though the season is fresh in start and there is much time left before her final performance with the Buckeyes, Maryanko said the team’s support system is unmatched.“Right from the first day, I felt like I had 25 sisters,” Maryanko said. “I feel like an entire unit. We don’t feel a separation between two teams. We practice together, we always support each other no matter what, and even if one team has a day off and the other has practice, the team will come and support them.”However, the meet in itself, in memorial of former Buckeye synchronized swimmer Jessica Beck who died in her sleep Sept. 15, 2005, before her senior season, held a special place in Vargo-Brown’s heart, she said.“She was one of my swimmers at the time,” Vargo-Brown said of Beck, who was part of the Gray Team. “What’s cool about Jessica is that she continues to remain, in her passing she has continued to remain a part of this team in spirit. Big Tenleading six Buckeyes drafted in 2016 MLB Draft

Many viewed Dawson to be one of the premier power/speed threats among college hitters and as one of the best bats in the Big Ten conference. The Buckeyes’ left fielder slashed .331/.419/.611 with 13 home runs, was successful on 21 out of 25 stolen base attempts and was named an All-American by Baseball America for the second time in his career in a very successful 2016 campaign. Dawson ranked in the Top-10 in the Big Ten in 10 categories, including ranking first in total bases (157) and doubles (25).The highest Buckeye taken in the draft since right-handed pitcher Alex Wimmers was taken by the Minnesota Twins in the first round of the 2010 MLB Draft with the 21st overall pick, Dawson will join last year’s 439th overall pick, Pat Porter, as Buckeye outfielders drafted by the Houston Astros.The next player taken from the Buckeyes was junior center fielder Troy Montgomery. The Los Angeles Angels took him in the eighth round with the 246th overall pick. Montgomery slashed .297/.423/.466 with eight home runs and 21 stolen bases in 28 attempts. One of the most promising aspects of Montgomery’s game has been not only his power/speed combination, but his plate discipline. He was one of only two Buckeyes in the starting lineup who walked more than he struck out. Montgomery’s 50 walks on the season was most among all Ohio State hitters and second most among all Big Ten players.There was a bit of a gap between Montgomery and the next Buckeye selected, but eleven rounds after Ohio State’s center fielder was selected, junior first baseman Jacob Bosiokovic heard his name called. In the 19th round with the 560th overall pick, the Colorado Rockies selected Bosiokovic who put together a very promising season for Ohio State. “Bosi” slashed .275/.347/.488 with 11 home runs.The only concerning statistic with Bosiokovic is his tendency to swing and miss as he led the team and Big Ten with 73 strikeouts. However, his power has been something to behold this season as he was tied for fourth in the Big Ten in home runs and 14th in slugging percentage. The first baseman could eventually call Coors Field in Colorado his home. Coors Field is a power hitter’s paradise, ranked first by Fangraphs Park Factors as the easiest place to hit home runs in 2015.Shortly after Bosiokovic was taken in the draft, senior left-handed reliever Michael Horejsei was taken by the Chicago White Sox in the 21st round with the 626th overall pick. One of the most trusted relievers out of the bullpen, Horejsei was called on to make 34 appearances (second only to redshirt sophomore reliever Seth Kinker, both on the team and in the Big Ten). In those 34 outings, the southpaw was extremely effective, providing the Buckeyes with 31 innings in which he owned a 2.61 ERA, struck out 39 batters, walked only nine and gave up only 17 hits.Next up for the Buckeyes was senior co-captain Nick Sergakis. The Buckeyes’ third baseman was selected by the New York Mets in the 23rd round with the 700th overall pick. Sergakis owned the highest batting average on the team at .332 (among qualifying hitters),  and was second on the team in hits with 79. He also flashed some pop with 10 home runs and some speed with 15 stolen bases in 17 attempts.The final Buckeye taken in the draft was junior left-handed pitcher Tanner Tully. Tully was taken by the Cleveland Indians with the 782nd overall pick during the 26th round. The Friday night starter for the Scarlet and Gray was one of the best pitchers in the Big Ten. Tully’s 2.59 ERA was eighth best in the Big Ten as was his 78 strikeouts. He also led the Big Ten in innings pitched (107.2) and finished second in wins with eight on the season. read more

Patient who went to AE 400 times in one year among frequent

“Frequent flyers” to Accident and Emergency units are going to hospital up to 400 times a year – more often than the average doctor or nurse, new analysis shows.The study reveals more than 30,000 patients who attended casualty units at least 10 times a year.This included 10 patients who went to hospital on more than 235 occasions – more than the 220 days worked on average by a nurse or doctor.The most frequent user attended on 401 times in 2017/18, the figures show.The analysis by the healthcare analysis company Dr Foster found that 31,492 people visited A&E in England 10 or more times between June 2017 and May last year. The study of NHS Digital’s hospital episode statistics found repeat visitors were more likely to live in deprived areas and to visit A&E at night, with the largest age group involving those in their 20s.Alcohol, drugs and mental health problems were commonly found among the group.Among those admitted to hospital, rates of chronic obstructive pulmonary disease were twice as high than that of other patients.  The main cause of the respiratory illness is smoking.The report highlights a scheme led by paramedics in Blackpool which saw a 90 per cent drop in attendances by “high intensity users” after they were offered other services, including counselling and non-emergency help.The scheme is now being rolled out more widely.An NHS England spokesman said: “The NHS long-term plan sets out a range of options for people to get urgent and emergency care outside A&E, including NHS 111 online and seven day crisis care for mental ill health.”This is precisely the sort of supportive and positive action that is improving patient care while reducing pressure on services the NHS, which will be ramped up through the long-term plan for the NHS.” Want the best of The Telegraph direct to your email and WhatsApp? Xstrata Nickel teams with Sudbury college on biodiversity

first_imgOntario Mining Association member Xstrata Nickel is supporting the efforts of College Boreal in Sudbury to step up regional re-greening efforts and create a local tree and shrub seed bank. The Xstrata Nickel Biodiversity Applied Research Centre at College Boreal is a 5,000 ft2 greenhouse complex, which is the springboard for a local biodiversity program.  This involves the company, students and community representatives including the Sudbury Vegetation Enhancement Technical Advisory Committee (VETAC).“This is an innovative program for a number of reasons,” said Eva Carissimi, Xstrata Nickel Director of the Sudbury Smelter.  “We are creating a venue at which we can learn a lot about biodiversity, while providing students from the college with an opportunity to build a sustainable northern forest.” In the past, re-greening efforts in the Sudbury basin have relied heavily upon tree and plant seeds sourced from Southern Ontario.  The goal is to use local seeds that grow into plants, which are better adapted to thrive in the climate of Northern Ontario.“Xstrata Nickel has planted more than 60,000 trees annually for the past five years and hundreds of thousands of trees over the last two decades,” added Carissimi.  “This program takes us to the next level by focusing on the creation of sustainable, northern, diverse forests. We are working closely with community members to achieve this.  It is also consistent with the Biodiversity Action Plan for Greater Sudbury, which we fully support.”The company and the college have been working together to pin down the location for the planned sustainable forest that will be managed by students.  The selection is expected to be completed by early 2011.  College Boreal was created in 1995.  It is a French language training and post-secondary institution, which is one of 24 colleges of applied arts and technology in Ontario.last_img read more

In his income tax return for the previous financial year, he declared his annual income at Rs 15,156,720 and his wife Priyadarshini Raje’s income at Rs 250,400.In his affidavit, Scindia said that the annual income from his ancestral property is Rs 467,410. Professor Michael Eble and Dr. Michael Pinkawa of the Aachen University Hospital, Aachen, Germany, performed an implantation of SpaceOAR system.
