Amid deadlock in UN disarmament forum Ban suggests way forward

27 July 2011Secretary-General Ban Ki-moon said today that the world’s sole multilateral disarmament negotiating forum remains deadlocked and suggested ways to break the stalemate, including the appointment of a panel of eminent persons, the creation of an ad hoc committee of the General Assembly or a United Nations conference. “We meet in the midst of a growing crisis of confidence,” said Mr. Ban, addressing the General Assembly’s follow-up gathering on last year’s high-level meeting on the Conference on Disarmament and Multilateral Disarmament Negotiations.“For too long the United Nations multilateral disarmament machinery, in particular the Conference on Disarmament (CD), has failed us,” he said.Established in 1979 as the single multilateral disarmament negotiating forum of the international community, the CD primarily focuses on cessation of the nuclear arms race and nuclear disarmament, prevention of nuclear war, and prevention of an arms race in outer space, among other things.“If differences persist, we could consider the appointment of a high-level panel of eminent persons, as I have suggested. Alternatively, States could conduct negotiations in an ad hoc committee of the General Assembly or a UN conference,” said the Secretary-General.He stressed that the international community must never abandon multilateralism, saying that in addressing disarmament, the goal is not to advance the preferences of the few, but the common interests of all.“If the CD remains deadlocked, the General Assembly has a responsibility to step in. As I have said before, the CD should not be held perpetually hostage by one or two members. Concerns should be addressed through negotiations.“The world expects progress. Let us defer no longer. Let us put an end to this long cycle of stagnation,” he added.General Assembly President Joseph Deiss called for greater political will to break the deadlock in the CD.“It is important that we try to break the current deadlock and to keep an integrated approach to disarmament and non-proliferation,” said Mr. Deiss. The General Assembly meeting in New York coincided with the 23rd UN Conference on Disarmament Issues in Matsumoto, Japan, where the head of the UN nuclear agency stressed that all States must comply with their obligations under the international nuclear weapons non-proliferation treaty. He named Iran, the Democratic People’s Republic of Korea (DPRK) and Syria as countries that are not in full compliance.“My approach to nuclear verification since taking up office in December 2009 has been very straightforward – all safeguards agreements between Member States and the Agency, and other relevant obligations such as UN Security Council resolutions, should be implemented fully,” said Yukiya Amano, Director General of the UN International Atomic Energy Agency (IAEA).“Iran is not providing the necessary cooperation to enable the agency to provide credible assurance about the absence of undeclared nuclear material and activities, and therefore to conclude that all nuclear material in Iran is in peaceful activities,” Mr. Amano said in his keynote address to the three-day conference. He urged Iran to move towards the full implementation of all relevant obligations to build international confidence in the exclusively peaceful nature of its nuclear programme.“The nuclear programme of the Democratic People’s Republic of Korea remains a matter of serious concern,” said Mr. Amano. “As you may know, since April 2009 the agency has not been able to implement any safeguards measures in that country.“Last year’s reports about the construction of a new uranium enrichment facility and a light water reactor in the DPRK are deeply troubling,” he told the conference, hosted by the Japanese Government, the city of Matsumoto and UN Office for Disarmament Affairs through its Regional Centre for Peace and Disarmament in Asia and the Pacific. He called upon the DPRK to fully implement all of the relevant resolutions of the IAEA General Conference and the Security Council. On Syria, Mr. Amano stated that the IAEA had come to the to the conclusion that it is “very likely” that a building destroyed at the Dair Alzour site in 2007 was a nuclear reactor which should have been declared to the agency.“Following my latest report on this subject, the IAEA Board of Governors last month adopted a resolution finding Syria to be in non-compliance with its safeguards obligations. I continue to engage with Syria to resolve related outstanding issues,” he added.Mr. Amano said IAEA continues to support the creation of new nuclear weapons-free zones and to help in their implementation. He said he was consulting with IAEA Member States on the possibility of convening a forum on the relevance of existing nuclear weapon-free zones and to consider establishing such a zone in the Middle East.He said IAEA was also committed to making nuclear techniques available in areas such as health care and nutrition, food security, the environment and water resource management.“I made the issue of cancer in developing countries a high priority for my first year in office because I wanted to ensure that these countries derive maximum benefit from the IAEA’s expertise in nuclear medicine and radiotherapy,” he said. This year, the agency has placed special emphasis on nuclear techniques for water resources management, he added. read more

East Timor Australia and Indonesia hold historic trilateral talks

UNTAET chief Sergio Vieira de Mello, who led the UN-East Timor delegation, took a low-key role during the talks, emphasizing instead that the territory’s leaders were the true regional partners of Australia and Indonesia. East Timor is scheduled to proclaim independence on 20 May.For his part, East Timor Chief Minister Marí Alkatiri stressed that the ties “between our three countries go far beyond geography. There is a strong emotional link between our three countries that surpasses economic or political or other quantifiable factors. It is that special ingredient in our relations that makes today’s meeting so important.”The three-hour meeting in Denpasar, Indonesia, started with an open agenda as the parties discussed the upcoming independence celebrations; economic development; cooperation on education and vocational training; refugees; the future of southwest Pacific relations; and cooperation on other maters of common interest such as security, smuggling and trafficking of people. Both Australia and Indonesia welcomed an East Timor proposal to have the three countries’ police services meet at a technical level very soon in Dili to discuss security issues. Australia also announced a $2 million contribution to the UN Development Programme (UNDP) Special Fund for former East Timorese civil servants of the Indonesian Public Administration.Afterwards, Indonesian Foreign Minister Hassan Wirayuda said the talks had been “very frank, cordial and fruitful” and that the ministers had agreed to continue the triangular consultations in the future. “They will contribute to intensify the relations we have with East Timor and Australia.”Foreign Minister Alexander Downer of Australian described the meeting as “a very substantial step forward in our relations and a commitment to regional stability and security.”“I believe this trilateral meeting is particularly historic,” Mr. Downer added. “I think it is almost an extraordinary thing that in 2002 we’re now the three of us getting together and working towards a successful future.”East Timor’s delegation also included Senior Minister for Foreign Affairs José Ramos-Horta and other senior members of the Second Transitional Government. read more

Deputy UN chief highlights link between climate change and peace and security

“We usually say there is always a ‘Plan B’, but there is no ‘Planet B’. There is enough human-introduced carbon in the atmosphere to drive climate change for decades to come,” Mr. Eliasson told participants at the ministerial side event on climate change and its impact on foreign and security policy.“We have to mitigate our emissions and we have to adapt. And we have to act now to stop things getting worse,” he said at the meeting, held on the margins of the high-level debate of the General Assembly’s 67th session.Mr. Eliasson stressed that the only way to ensure energy, food and water security is to have a long-term strategy in place which allows countries to transition to sustainable, low-emission economies. He underlined the importance of establishing sustainable development goals as was agreed by countries during the UN Conference on Sustainable Development (Rio+20) earlier this year.“This is an imperative, but it is also an opportunity – to drive economic dynamism and reduce poverty as well as address the causes of climate change – a win-win-win,” Mr. Eliasson said at the meeting, which was organized by Germany and Morocco, and added that the foundation for this change must be a legally binding climate change agreement by 2015.Public and private investment in clean technologies and partnerships among countries as well as civil society, governments and the private sector will also pay an important role, he added. “This is the route to addressing climate change and building resilience. Both are critical for sustainable development – and sustainable development is critical for peace and stability.” read more

Many of them will need blood, sometimes daily, during their chemotherapy treatment.Although an estimated 38% of the U.S. population is eligible to donate, less than 10% actually do each year.Donating blood is a safe process. A sterile needle is used only once for each donor and then discarded.Blood donation is a simple four-step process: registration, medical history and mini-physical, donation and refreshments.Every blood donor is given a mini-physical, checking the donor’s temperature, blood pressure, pulse and hemoglobin to ensure that it is safe for the donor to give blood. The actual blood donation typically takes less than 10-12 minutes. The entire process, from the time you arrive to the time you leave, takes about an hour and 15 minutes.First time donor?  Haven’t given blood in awhile?  Read this checklist so you know what to expect.Like Wilmington Apple on Facebook. Report Houston Has 6th Lowest Cost Of Living Among Major US Cities

first_img Florian Martin/Houston Public MediaHouston skyline from southThe Council for Community and Economic Research produces a cost of living index that has Houston at 1.2 points below the national average – lower than Dallas and similar to Atlanta. But in the past, the gap used to be much wider.Patrick Jankowski, regional economist with the Greater Houston Partnership, which collected the data for the Houston area, said that’s because housing has become more expensive here.“The thing is, we’re seeing housing values flatten now with the soft economy,” he said. “And as housing values flatten, I expect to see this gap widen and Houston to return to being even more affordable than it is now.”But why exactly is Houston – the fourth largest city in the U.S. – so affordable?Jankowski said part of that is because we have a lot of space and as a result, cheap real estate.“Even grocery items, there’s a labor component in it, there’s a transportation component in it and there’s a real estate component in it,” he said. “And if the grocers are having to pay less on taxes and the wages are more competitive, that will eventually be passed on to lower prices on the shelves.”The cost of living report does not take into account how much residents earn and how much they pay in taxes.View Fullscreen 00:00 /01:10 X To embed this piece of audio in your site, please use this code: Share Listenlast_img read more

Network Meter for Windows

first_imgNetwork Meter for Windows by Martin Brinkmann on December 31, 2016 in Software – 21 commentsNetwork Meter is a free portable software program for devices running Microsoft Windows that displays network statistics in its interface. The program is designed as a basic tool to monitor network traffic. While it does offer a history function, it is not a full blown network monitor as it keeps to the basics. The program opens with a near-blank screen which can be quite confusing on first start. You need to select one of the available network adapters under the Monitor menu to start monitoring traffic. What you get afterwards is a representation of the network adapter’s current, max and total download and upload traffic.Additionally, session totals and a realtime graph are displayed on the screen as well.Network Meter 2.0The only other option provided on the screen is to switch from monitoring transfers to monitoring the adapter’s speed. The same current, max and total stats are provided when you switch the monitored metric. One interesting feature of Network Meter is the ability to display information of multiple adapters at the same time in its interface. Simply select two or more network adapters to get information of each in the same program window. Each network adapter is listed in its own little box in the program window then. The program offers a couple of basic options on top of that. You can display the adapter list at the top of the program window above the graphs, or set the window to be always on top. That’s about it though. There is no report function, no option to set off alarms when certain thresholds are reached, and no presentation of data in any meaningful way other than what is displayed right in the main program window.Network Meter is compatible with all recent and even not so recent versions of Windows. It should run on all client operating systems from Windows 2000 onwards. The program is free for personal and commercial use.Closing WordsNetwork Meter may not be the most sophisticated program out there, but what it does may be sufficient for certain tasks. Want to monitor the amount of traffic that flows through a network adapter? Network Meter can do that.Want to find out if an Internet connection gets maxed out regularly? The program can do that as well. It is portable, very lightweight, and does not get in your way at all while it is running. Now You: Do you use a network monitor?Summary12345 Author Ratingno rating based on 0 votes Software Name Network MeterOperating System WindowsSoftware Category NetworkingLanding Page http://www.mitec.cz/netmet.html Advertisementlast_img read more

Linux is reverting the STIBP support due to major slowdowns in Linux

first_imgLinux 4.20 has shown major performance issues and the reason behind this regression was Single Thread Indirect Branch Predictors (STIBP), as shared by Phoronix yesterday. This support is being reverted from the upcoming releases  Linux 4.19.4 and 4.14.83 kernel points. Linus Torvalds, the creator of Linux kernel, was also surprised with the performance hit on Linux 4.20 as a result of STIBP introduction. He posted to the kernel mailing list that the performance impact was not communicated before the patches were merged and believes that this should not be enabled by default: “This was marked for stable, and honestly, nowhere in the discussion did I see any mention of just *how* bad the performance impact of this was. When performance goes down by 50% on some loads, people need to start asking themselves whether it was worth it. It’s apparently better to just disable SMT entirely, which is what security-conscious people do anyway. So why do that STIBP slow-down by default when the people who *really* care already disabled SMT? I think we should use the same logic as for L1TF: we default to something that doesn’t kill performance. Warn once about it, and let the crazy people say “I’d rather take a 50% performance hit than worry about a theoretical issue”.“ The tests done by Michael Larabel also revealed that Linux 4.20 is facing significant performance issues in many workloads, more than some of the earlier Spectre and Meltdown mitigations. This has measurably affected  PHP, Python, Java, and many other workloads and even the gaming performance to some extent. The STIBP support for cross-hyperthread Spectre V2 mitigation was backported to the Linux 4.14 and 4.19 LTS series, which is now being reverted. You can find the reverts in Greg Kroah-Hartman’s linux-stable-rc tree: Source: Phoronix On current Linux 4.20 Git, STIBP still remains in place and a better approach to handle performance issues is being reviewed. Michael Larabel expects that the new patch series will be ready for merging prior to the shipping of Linux 4.20, which is approximately one month’s time. To know more, check out Michael Larabel’s post on Phoronix: Linux Stable Updates Are Dropping The Performance-Pounding STIBP.
