Monks want slaughter houses closed

He was receiving treatment at the Colombo national hospital when he succumbed to his injuries.The Sihala Ravaya protested yesterday over the transfer of the body of the monk from Colombo. He said that some slaughter houses in parts of the country had been approached by the Sihala Ravaya and they had agreed to the request. The Sihala Ravaya, a group comprising of Buddhist monks, have called for the closure of slaughter houses until, at least, the final rites are carried out on the monk who died after setting himself on fire in Kandy.Sihala Ravaya National Organizer Venerable Akmeemana Dayaratne thera said that a formal request has already been made to the government in this regard. Bohowatte Indararatna thero, a member of the Sihala Ravaya, succumbed to his injuries in hospital on Saturday after he set himself on fire outside the Kandy Dalada Maligawa Temple on Friday demanding a ban on cattle slaughter. Spain Is Now an Underdog to Make the Knockout Stage

This sort of thing just doesn’t happen to Spain. The Spanish lost their World Cup opener in 2010 — but not like this. The last time Spain conceded five or more goals in a match, as it did on Friday in a 5-1 loss to the Netherlands, was exactly 51 years ago, in a friendly against Scotland on June 13, 1963. Indeed, while Spain has excelled at all phases of the game in recent years, it has been especially adept at goal-prevention, having allowed just two goals during the 2010 World Cup (including none at all in the knockout phase; Spain won the tournament with a string of four 1-0 victories).What were the odds of Friday’s scoreline? The Netherlands has a vibrant offense, but still, our Soccer Power Index (SPI) match predictor gave the Oranje just a 0.4 percent chance of scoring five or more goals against Spain.Let’s waste no further time on trivia. This result puts Spain in enormous trouble. Its chances of advancing from Group B are now just 34 percent, down from 79 percent. The Spanish have only a 7 percent chance of winning the group, down from 48 percent.Our model was a little bit bearish on Spain as compared to the consensus, but we certainly wouldn’t have expected this result. Our simulation algorithm now puts Spain’s chances of winning the World Cup at only 2 percent, down from 8 percent before the tournament — and that may be optimistic, for a reason I’ll explain in a moment.Spain’s problems are pretty easy to sum up. First, there are two other very strong teams in its group, the Netherlands and Chile. And the Dutch already tallied three points. (If Australia defies the odds by drawing or beating Chile later Friday night, Spain’s case will be helped, but a Chile win would put the Spanish in even more trouble.)Next, Spain is not in a position to win very many tiebreakers with a -4 goal differential so far, although the Red Fury surely will try to run up the score in their game against Australia later this month.Third, even if Spain comes back to advance from Group B, it will probably do so as the second-place team. And the No. 2 team from Group B will face the No. 1 team from Group A in the Round of 16. In addition to having dug itself a huge hole, Spain may not be the soccer team we thought it was. Public Service Commission Rejects ExelonPepco Merger but Offers Conditions

first_imgThe District of Columbia Public Service Commission (PSC) rejected the full settlement agreement recently proffered by Exelon in its attempt to acquire Pepco but has set conditions for its acceptance.On Feb. 26, the PSC voted down, 2-1, the Nonunanimous Full Settlement Agreement and Stipulation (NSA) that was negotiated by Mayor Muriel Bowser’s administration and with the support of the Office of the People’s Counsel and other interested parties. Chair Betty Ann Kane and Commissioner Joanne Doddy Fort said the NSA was not in the public’s best interest. Commissioner Phillips dissented, however, saying the “NSA is in the public interest and should be approved.”Kane offered four reasons for rejecting the NSA and therefore the merger. She said that non-residential ratepayers couldn’t participate in the proposed $25.6 million Customer Investment Fund (CIF), which was unacceptable. Exelon as the sole developer of a solar generation facility at Blue Plains and Pepco as the developer of four public purpose microgrids are moves that would be inconsistent with the District’s restructured market, she continued. The use of the CIF for sustainability projects and Low Income Home Energy Assistance Program payments don’t improve Pepco’s distribution system and doesn’t advance the commission’s objective to modernize the District’s energy system, she added. And, the proposed method of allocating the CIF to District government agencies and designated funds deprives the commission of the ability to enhance the distribution system that would benefit District ratepayers, Kane concluded.However, Fort offered an alternative to Exelon. Fort’s plan would require that Exelon defer a decision on the $25.6 million Customer Base Rate credit until the next Pepco rate increase; remove the provision that would designate Exelon as the solar developer and require Pepco to manage a process that would allow D.C. Water and Sewer Authority to select the solar developer through its procurement procedures; create an escrow fund with two sub-accounts at Pepco to hold $32.8 million of the $72.8 million CIF funded by Exelon; $21.55 million to modernize the District’s energy system and $11.25 million for energy efficiency and conservation initiatives that would focus on housing units for low-income District residents and strike Pepco’s provisions to develop public purpose microgrids.Fort said she didn’t believe the Bowser-administration supported NSA was “fatally flawed” and the merger would get her support if her plan was accepted by Exelon. In the second vote, the offer of the alternative plan was approved with Fort and Phillips voting in favor of it while Kane voted “no.”Kane said the alternative plan presented by Fort had its flaws, saying in essence that the Fort plan “will adversely affect Pepco and create a diversion of focus that carries it in the opposite direction from D.C. law and policy.”Exelon has 14 days to consider whether to accept Fort’s plan and, if they do, Fort and Phillips said they will vote to approve the merger. D.C. Council member Mary Cheh (D-Ward 3) doesn’t support the merger and wasn’t happy with Fort’s plan.“They are just tinkering around the edges [with NSA plan],” Cheh said. “This is an inherent conflict of interest and isn’t the way we do business in the District of Columbia. I am disappointed with Commissioner Fort and this is a loss for the District of Columbia and will result in higher rates for all of us.”Vincent Morris, Exelon’s regional communications director, told the AFRO that a decision hasn’t been made whether to accept Fort’s plan.“We are still studying the order at this point,” he said.last_img read more

Entanglement for identical particles doesnt follow textbook rules

On Arxiv: Unfortunately, these methods do not work very well when applied to identical particles, such as two electrons or two helium atoms, since such particles are indistinguishable. The traditional methods often give false positives for entanglement between identical particles, claiming that they are entangled even when it’s clear that they are not. Consequently, there is no general method for measuring the degree of entanglement between identical particles, although over the past several years physicists have made many attempts at developing such a method. However, these proposals often contradict the well-established methods, with some going as far as to redefine the very notion of entanglement.Now in a new paper published in Nature Scientific Reports, physicists Rosario Lo Franco and Giuseppe Compagno at the University of Palermo in Italy have developed a method for measuring entanglement between identical particles that uses the same fundamental concepts as those used by the well-established methods for measuring entanglement between nonidentical particles.In their paper, Lo Franco and Compagno propose that the root of the problem (why the traditional methods work so well for nonidentical particles but not for identical ones) is the general convention of labeling identical particles to make them appear nonidentical. Labeling can be done by, for example, by assigning a number to each particle.”In quantum theory, identical particles are made nonidentical by naming them with unphysical labels,” Lo Franco told “This procedure works well in the usual practice, except when correlation properties, like entanglement, for such systems are considered.”By doing away with the labels altogether, Lo Franco and Compagno could open a new avenue for investigating how indistinguishability impacts the degree of entanglement. “A delicate yet strong aspect of our work is that it somehow defies some common beliefs and prejudices about this decades-long debated issue of the entanglement of quantum indistinguishable particles,” Lo Franco said. “We show that identical particles can be treated without name labels, in contrast with the very usual textbook practice, maintaining a particle-based approach in terms of states. This enables the study of entanglement by means of the standard notions of entanglement theory for distinguishable particles.” This document is subject to copyright. The new approach finally provides an answer to the previously unanswerable yet basic question of whether or not two identical particles are entangled. The results reveal that, if two identical particles with opposite “pseudospins” (a property that does not make the particles different) are brought so close together that they begin to overlap each other in space, then they will become entangled. This theoretical result can help explain a recent experimental observation in which entanglement was generated simply by moving two ultracold rubidium atoms with opposite spins into the same optical tweezer. The results also show that the degree of entanglement between identical particles depends on the degree of particle overlap, where particles that occupy the same exact space are maximally entangled.
